Public Liability Insurance: understanding exposure in everyday operations

By Kerry Banks, Underwriting Manager – UK and ROI Liability and Stella Baskerville, Underwriting Manager – International Liability, Global Markets

Public Liability risks can arise in almost any business setting. The challenge is often understanding how day-to-day operations translate into third-party exposure.
What this class covers
Public Liability (PL) protects against third-party bodily injury or property damage arising from a business's operations. It is a cover that touches almost every commercial activity, because wherever a business interacts with the public or with third parties, there is potential for an accident.
Why it matters
Accidents happen, whether a customer runs a shop, a café, or a construction site. PL covers bodily injury arising on the insured's premises, as well as damage caused in the course of their work. Consider a customer who slips on a wet floor and breaks an arm, or a contractor who damages a client's property during installation. Both show how everyday operations can give rise to a claim. The cover may be familiar, yet the exposure behind it rarely is.
PL is also where some of our more distinctive risks come to life. Across the UK&ROI and the International Liability team, we have assessed exposures that sit well beyond the conventional high street, from large public events held in historic or unconventional venues to activities that place members of the public in unfamiliar surroundings. What these risks share is a need for genuine insight into the activity behind the policy, rather than reliance on a standard template. They demonstrate the breadth of operations Public Liability can support, and how an informed underwriting conversation often shapes the way an unusual exposure is assessed and structured.
What shapes the risk
The nature of the operation drives the risk. Premises-based exposures differ from contracting exposures, and the territories in which a business operates can add further dimensions. Events represent another distinct profile, with their own combination of crowds, venues, and activities. Understanding where the public interaction sits, and what controls surround it, helps frame the right conversation with underwriters.
How the AXIS Global Market Liability team approaches challenging or non-standard risks
We have the flexibility to look at risks with non-standard exposures, and rather than simply declining a risk that sits outside appetite, we look for a way to offer a quotation that stays within our underwriting discipline while giving the broker and insured a workable option. Where it helps, we co-insure with other markets to put the right coverage and limits in place. We also keep a box at Lloyd's (222) and are always keen to meet face to face to discuss more complex requirements.
Broker reference points
For Public Liability, helpful information typically includes:
- The nature of the operations and day-to-day activities
- Locations and environments where work takes place
- Premises details and the level of public access
- Nature of any contracting or installation activities
- Health and safety procedures in public-facing areas
- Controls around slip, trip and fall risks
- Claims history
- Any unusual venues or event-specific considerations
Framing these clearly at the outset helps our underwriters understand the third-party exposure and respond efficiently.
Closing
Public Liability exposures may arise from everyday activity, but they are rarely identical. With clearer operational insight, the AXIS UK&ROI and International team can work with brokers to find practical, well-structured solutions even where risks sit outside standard parameters.
